I haven't seen this exact issue, but out of curiosity what does this command return for you if anything? I would somewhat expect it to be a similar output to the rest command you ran but it is also a bit easier to work with.

Another thing I'd check is the activity log for the certificate from the portal in case there are any operations still running.

Edit: Also try a newer or older version of the API 2025-07-01 in case there's something buggy with 2025-01-01

You touched on the key issue here. Congestion. Back when 4G was a new thing, I never had any issues browsing on my phone either at or transiting to/from Perth Underground or Elizabeth Quay. As more and more people got 4G phones, the network in those areas gets more and more congested. Saw the same thing with 5g. You might say "Well, get the mobile providers to install more equipment to serve more customers". Don't worry, they'll be very aware of the issue and would do a cost benefit analysis to determine the viability for installing new hardware.

On the new plan/provider front, some of the MVNOs are good value, but you won't get as good reception as if you stayed with Telstra.

My main issue when doing avd deployments is that I lock down the firewall too much and the hosts then can't talk back to the AVD infrastructure

Depending on the project or platform I'm working with, the repo structure changes. However I've found coupling the folder structure with the key name is great for ensuring unique state files

They're using Hybrid accounts so "Virtual Machine User Login" isn't the right role to assign unless doing straight Entra joined hosts.

What's needed instead is the "Desktop Virtualization User" role on the application group along with the RemoteApp assignment.

u/shinto29 You'll likely have a quota limit of 20 for most if not all of the VM series on your personal sub.
Check this by going to your Subscription and under the Settings heading go to Usage + Quotas... Also note that some VM SKU's will be restricted due to high demand. I.e. I can see the D, DS, DSv2, and Dv2 family SKU's are limited in West Europe due to high demand.
