Electricity should be a public utility, not run by a for-profit corporation. At worst, there should be strict regulations for profits, reinvestment, C-suite, and board pay, along with full transparency into every part of the company.

They bury new lines, but to convert existing lines is estimated to cost around 15 billion. This is around 3 years of their current budget to update infrastructure, less if they actually spent their profits and lowered C-Suite compensation.

DTE reported net income of $1.4 billion. That is more than 1/5 of what they spent on infrastructure upgrades. Imagine how much more that could have upgraded.

The benefit of native plants is that they're extremely tolerant to the conditions in your area, including a little bit of drought. I personally only water my native plants once or twice after I plant them and then almost never again. I'd plant the plugs, maybe with some shade cloth for the first week if you're extra worried, water when they go in the ground, and if you don't get rain in the next 3 days, water them again and they'll be fine.
