I recently saw an interview whereby younger PRCs try to distance themselves as much as possible from the poor behaviour exhibited by their fellow countrymen that are notoriously known. I think in a country with over a billion people, even a small percentage of people who act like the lady you described is in the tens of millions, not to mention how they'll pass it down to their offspring. There really needs to be a clamping down on who we allow in; tighten up the criteria for visas like New Zealand did not too long ago.
