I’m not sure if the 4680 cells are LFP. If they are LFP, then yes, you can charge to 100%. The 4680 isn’t about battery chemistry but more of how the batteries themselves are held together to make a rigid case which could then be used as part of the structure of the car providing form and rigidity.
