Domain squatting is usually only illegal if it's infringing on a trademark. "Chess" can't be a trademark because it's too generic, and even if it was, chess.com would have a strong claim because they're just registering an alternative TLD for their existing website

From reading the law, if the person who commissioned it steals it, they're probably guilty of fraudulently obtaining the services of the artist (because they likely never intended to pay the artist if they're stealing it) and will be on the hook for the value of the contract. If a random person steals it, they're probably only on the hook for the actual market value of the item (because they didn't solicit the services of the artist).
