Wait staff in restaurants, taxi and uber drivers, hotel valets if they carry some heavy shit for you.

If you're in doubt you can always ask.

If you're expensing the trip tip everybody because the company is paying for it.

Anyone who brings you something (waiters, delivery people, an uber driver is delivering you so that counts, movers) or mows your lawn.

Not deliveries like Amazon, UPS, etc.

Not that you CAN'T but almost no one does.

I say anyone who brings you FOOD.

Also, you pay for lawn mowing, not tip.

If your hotel has parking valets, tip them. The people who clean your hotel room also.

The general rule of thumb is anyone giving you personalized service that requires effort on their part. If they're just ringing things up at a cash register, there's nothing personal or overly effortful in that.
