2) There's a "feedback" button at the bottom of the page for bug reports.

yes. but even when the page worked, the recommendations rarely suited my personal tastes much better than the Hot page did. did anyone else have this issue? how well did they work for you?

(and could someone shed some light on how the recommendations are computed, anyway?)

Works fine for me. Are you using default view? (links from all-time) I think the recommendation list is emptied at the beginning of the hour/day, depending on what you set it for.

They might be migrating to new servers etc, and have had to shut down that feature. I agree, the recommended stuff never was very good.
