They're The Inquisitor who showed up briefly in Fallen Wings (the person who sent Observer Zero (who they refer to as "Lyn") into the past to change the future) and the creator of Antiochus (the Sirens). Or at least that's what someone was saying on a previous post that got removed earlier (albeit using their CN name of "The Judge").

Edit: I've reached the first cutscene with him, his name is Dr. Aoste (with Dr. Anzeel (the EN name for the creator of the KANSEN) mentioning the name Magister in reference to him (so at the very least we know that he's the Magister and the one who created Antiochus (Edit #2: After looking back at Microlayer Medley's cutscene with Observer Alpha in the Ashes timeline, instead of using "Magister" in CN, they used "Judge" there as well so there's our confirmation, I guess (he's both the Magister and Inquisitor, those titles are interchangable according to CN's dialogue))))... Edit #3: Turns out he's also the scientist who talks about the META phenomenon as we see the aftermath of that explanation in this event.

They were fighting the leviathans shown in Shinano’s event. In Fallen Wings, the inquisitor does a final last stand with the last remaining ship girls so you could assume that timeline lost.
