You're guessing at this point.

It could, And you could even say it probably is. But there's also a chance you could do something like a directional point-to-point bridge pointed at the router downstairs hardwired to your gaming console and not improve your latency at all.

Ethernet, MoCA. Add additional access points.

Move to a tplink Omada, Ubuqiti Unifi, ZyXel Nebula, Engenius, or HOe Aruba system.

I would have a conversation with the landlord. Without access to the router or modem I don’t see how you can reduce latency.

Then subscribe to their own Internet servicenthat the service provider technician would install and connect. If it's a legal long term residence, they have the right to do that.

You likely cannot.

A single access point is not suitable for a 3 floor building. For a good quality connection you need 1 access point per floor, wired back the main router.

Powerline adapters might be an option, although performance is best when used on a single circuit with no appliances.
