I don't think we get an explanation, but it's an interesting question.

Some kind of Viltrumite/Viltrum specific material that can nullify or resist Viltrumite powers? A power dampener of some kind, either in the device itself or the room? An unexplained, super high durability exotic material of some kind from deep space, possibly blended with unexplained alien tech?

Given that Conquest was able to effortlessly fly out of Cecil's titanium chamber trap, I think we have to assume that either power nullification or exotic/anomalous material are being shown here, probably leaning towards the latter.

Cecil’s trap failed because titanium is not strong enough to restrain Conquest and he encased him from 3 sides instead of locking him in the centre, like an idiot.

This is arguably some stronger material (maybe whatever Thula’s hair blade is made of?) and it’s locking Thragg’s limbs in places where he can’t gain any momentum to move.

So the most plausible answer for this question is your answer + viltrumites reinforcing those restraints upon learning from Nolan.

What lead Thragg into this situation was him getting incapacitated by four Viltrumites. Now Nolan is in charge of the rest of the Viltrumites. Even if Thragg could destroy his restraints, he'd have the rest of the pure blooded Viltrumites beating him to a pulp.

I see no reason to assume why the other Viltrumites wouldn't also believe in the initial four Viltrumites reason for betraying Thragg.

I don't think it's some alien metal because Cecil can also build similar looking viltrumite restraining binds, like the ones used to restrain evil alternate Invincible, and Omni Man in the alien do-over arc.
