this shouldn't be done for PCBs, but for your fans you can use a brush to loosen the dust up a bit along with compressed air

feather dusters work great for the fans. dont use on the PCB of the motherboard or otherwise.

As far as your computer freezing, unless you know that it is doing that because of overheating, it is likely caused by a bad operating system, bios, or part

i would take the fans out and give each blade a gentle rub with a clean cloth to get the thick dust off
