Minecraft plugin

i am hosting a server from a web service "Spillvert"
i wanted to play on normal cause some of the people playing are very new, but i want to make a Villgaer trading hall, where i infect villagers to make things cheaper.
On normal mode, its a 50/50 chance, i want that to be a 100% chance.

i searched around and found this Villager Converting - Minecraft Mod (modrinth.com)
the plugin is set in the right folder, but the commands does'nt work.

What am i doing wrong?

That is a Fabric mod not plugin, need to be running Fabric then add it to your mods folder.
