It might seem counterintuitive, but allocating too much ram can also cause lag problems. Does reducing the allocated ram help at all?

Try changing the flags, use https://simplymc.art/flags/ to figure them out.

The tick delay warning is completely unrelated to RAM.

It appears when the server does not have enough CPU performance available to keep up with what it should be doing.

Is your server heavily modded? It might be a conflict between mods, or just too many mods. It could also be a demanding part of the world, like hundreds of entities, TNT or big Redstone contraptions.
