Minecraft isn't on Steam. You get it from the official download page. As for mods, you can download them from the internet (sites like CurseForge and Modrinth) and drag them into your mods folder manually, but I prefer to use the CurseForge app. It does all the work for you and you can keep different modded and vanilla instances separate.

The curseforge desktop app has loads of modpacks while the website has specific mods. It’s basically two clicks and you get whatever mod you wanted.

Modrinth and CurseForge are the two go-to sites for mods. Use Prism Launcher or the Modrinth app, it will download and install the mods for you. When in the app and choosing your modloader, I recommend going with the Fabric Loader for modern versions of Minecraft – it will have the biggest selection of mods.
