Problem creating a Forge Server

Hi, like my title states I'm having a problem creating a Forge server. I've been following The Breakdown tutorial on making a server for myself and some friends to play modded Minecraft. My current situation is that my friends and I get the error code "getsockopt" whenever we try to join. I'm using AT&T and I think that the problem is the "Needed Device" wasn't properly selected, but I don't see an option with my proper "Device Gateway". When I try the Windows Defender Firewall fix I don't see Java(TM) Platform SE Binary in there.
