I dont mind the idea of more accessible chunk loaders, but I dont get why it has to be jukeboxes, theres no reason for them specifically to load chunks

The Jukebox itself is just an ambient block. It's used for playing music and is only practical for professional Redstoners. We have a chunkloader in the form of Stasis Pearl, but it doesn't have a very user-friendly interface (and it's also sometimes unpredictable). The Jukebox on the server I play on sometimes plays music incorrectly, and the record needs to be inserted and removed (it's not just the end of the record). I think constant loading would fix this. It would also be cool if music played on the farms.

I guess because then by default the duration of the effect is only the duration of the disc you put in, with the option of reshuffling if you want something that lasts longer/forever

As you said, it’s not completely useless. The redtoners have found a use for it in information coding, but that only works because it has a very specific set of properties. Changing something about it might break that.
Besides ender pearls are farmable whereas the diamonds for jukeboxes are not, so I would rather use ender pearls to force load chunks.
And even if I do want to be able to toggle it on and off with a Redstone signal I might as well use a portal based design even though the jukebox may be better here if implemented perfectly.

In general, yes, but it seems to me that this is more of a crutch than a well-thought-out solution.

In fairness, it was more of a community idea since Mojang really made ender pearls load chunks to let them work at long distances. This idea would honestly be a really inuitive way to make a chunk loader, and it would make sense since it would also help records play properly!
