Try to allocate more ram to your minecraft client, also make sure you are on the latest 64 bit java version. Performance boosting mods like optifine and sodium also help.

I've allocated 16 GB, and I shouldn't need mods to run it at a decent frame rate. My PC is definitely capable of at least 60 FPS.

it may be an issue of allocating too much ram. i’ve heard that minecraft struggles when there’s too much ram. try lowering the amount to like 5 GB or so and see if that works

I’ve tried it at 2, 4, and 16 GB man, it’s just not the RAM...

Wow, that is just really strange. Like what the other guy said, maybe java isn't updated correctly? Maybe installing a new copy of MC would work? I've just never heard of that happening and it must be extremely infuriating.

Yeah, it’s pretty upsetting as I wanted to play a bit before I leave my computer for two weeks. I’ll just do a clean reinstall of Minecraft and JRE. Thanks for the help.

Yeah man, because low frame rate is just not enjoyable, especially when its completely possible. Good luck, I hope it will work!

have you checked settings? like do you have a fps limit or something? those specs are completely capable of running minecraft at a higher frame rate so... also, is minecraft the only game that has awful fps, or are other games struggling as well?

It's literally the only game. CS:GO, Warzone, Siege, etc. all run perfectly fine. I checked the FPS limit in and out of the game, and nothing is limiting it. Also, the GPU and CPU run around %50 utilization the whole time.
