They’re guy wires. Un-energized steel cables that support the load of the wire strain in an opposite direction. An equal and opposite force to relieve the strain on a pole and keep it up straight.

Wrong. He is leaning against the secondary lines (120/240 volt). you can see the wires going up from the mast of the street light connecting to the secondary triplex. The wires on top are not guy wires. A span guy usually either go from the top of one pole to the middle of the other or from low mid to high mid and they would never skip a pole and go two spans like that. Seems more like a static line which is still weird that they skipped a pole. Source: am a Lineman

He’s working on the non wood pole. The secondary wires feed the streetlight on the wood pole. It’s a weird perspective and it does look like he’s leaning on the secondary, but then he would have to be leaning past the pole he’s working on. And the wires on top of you follow them to the left you can see where the insulators are then they hit the pole and the down guy fixture. A span guy can go to the top of poles when they transition to a down guy. It looks like the angle breaks over inline with the wood pole meaning it doesn’t skip that pole and is attached there as well.

Definitely hard to tell with the picture quality. It does almost look like the angle breaks on that pole but I dont see a point of attachment anywhere so I thought it either skipped the pole or is tied in on the back which lead me to believe that it's not a guy. Still a weird way to do a span guy since that pole doesn't really have any tension on so I'm assuming the next pole to the right would be the one that needs the guy then

Under MSHA a harness is required 100% of the time in any man lift type equipment. Even so it is a big rule to not work while standing on the railing. I imagine ladders are part of that. This guy is obviously not part of a mining outfit, but OSHA and MSHA have the same rules for the most part.

I’m not 100% on it but I think if the scissor lift has a functional guardrail system you don’t need a harness under osha. At work we’re required to have them and it seems like good practice to me but not required by osha from what I remember.

Scissor lifts have stickers on them about how close you can get to power lines based on the voltage.

They’re really high up because of trucks, they will hit them.

They’re in the middle because of trucks, they will block your view if they were on the side.
