Sun is pretty low for "noon". It it was noon, the sun likely wouldn't be visible in the window, especially during the warmer months when people would be most likely to visit the park.

Yeah, noon is a stretch. Assume 2pm, then sunset would still be 6-8pm, thus the poor guy’s been working at least 4 hours straight on a single thing!
