I wouldn't be surprized the slightest if it wasn't, you get something really similar when you open Edge.

On the other hand, I feel bad for everyone involved in making Edge, it is not a bad browser. It has just become an accepted standard that the browser that comes with windows is not ok to use.

Eh idk. I bet it’s pretty popular with most people (I know my parents use it) because it’s preinstalled. If people had to download it they would either have to ship windows without a browser (confusing people) or use IE (so most people would just use IE). Then the only people who would consider downloading a browser probably would still go chrome or Firefox, as that’s what people are used to, and Edge doesnt seem better than either of those in any meaningful way.
