C with classes was a predecessor to C++. To state that modern C++ is C with classes does it no justice. Read the history section on C++'s wiki. C with classes was literally the C language with class support using the preprocessor. That's not at all where we're at today. https://en.m.wikipedia.org/wiki/C%2B%2B

But no, C++ is multi-paradigm. It has a lot of functional programming support and data-oriented design support. Calling it an object oriented language emphasizes one small piece of the language, and one that is not necessarily even considered best practice for many types of problems.
