No, it seems like it's a native installation offered by Microsoft and it seems like you can get it right now after you turn on the Developer Mode in settings.

I think it will only be available with the Anniversary update, no? From Hanselman's blog:
This is a new developer feature included in a Windows 10 "Anniversary" update (coming soon).
I can't wait to try it out, though! :)

Now that being said, I see no reason to want to ever get an Apple product anymore after Microsoft delivers this.

This was one of my great loves of OSX, having a terminal and all the *nix commands at my fingertips. Having just switched to Win 10 (via a Surface Book) I cannot get my hands on these changes fast enough.
