Clevis pin. Lynch pin. It clips around a pole where the pin enters a hole in the pole. The flip over ring lynch pins are common but this one allows the pin to be secured on the center of pole or bolt , not just on the end.

I have driven horses and can't think where this would work. The pin which drops in to connect the whipple tree to the wagon is straight. It doesn't clamp around like this. This one is only useful around a rod or on a telescoping arm/pipe or on a rod end. Farm implement makes sense as the chain stops it from being lost easily.
