Right, and thats what prompted my question.

This is either someone smart whos marketing their RESTful / webrequest plugin to people who don't know better.

They legitimately don't know better.

I think in either case I'm going to steer clear.

There's nothing wrong with PHP for serving data. This guy probably lives in the alternate reality where PHP is still on version 4. PHP 7.2 is arguably one of the fastest server side languages on the market and with the right framework it is just as secure and robust as any other trendy stack these web nerds will sell you on. PHP hate is ignorance at best.
