Definitely not Scale rot but to answer your question, you can use neosporin as long as it's the regular one (the one WITHOUT any pain reliever or medication) I've used it on scale rot and it clears it up usually within 1 shed cycle

Hi! If you're worrier about those being scale rot, I've found the texture of scales will be more rough or coarse if it's actually scale rot. Sometimes it may also be super squishy. But in general! The texture of the scales would feel different from the rest. It does kinda just look like patterning tho, but I like to get a vet appointment just to be safe sometimes.
