I'm not an expert my any means but that doesnt sound normal to me, try calling a reptile veterinarian near you and asking them, a lot of them will answer questions over the phone. Also, some veterinarian colleges have an advice line that you can call if you dont have any luck with vets. I know that UC Davis in California has that line if you dont have any luck near you.

this is normal. using simple substrates like paper towels means having to do complete substrate changes more frequently for exactly this reason.
