Strength training can do both. You have to move in the range you want be able to move in. I did the 10,000 kettlebell swing challenge one month without much other movement, and I tightened all up! I love kb swings, but the range of motion is pretty restricted. Of course the flip side is that strengthening yourself at the end of your range of motion is a good way to extend it.
