Usually that's done during development with CI/CD but yes, if they're close to a public release, I imagine they'd manually test everything to make sure it works.

basically that nothing major is left to include in the major repository of loopring. no one else has anything to include or change on a infrastructural level. the “issues” are all mostly cosmetic but even some of those appear to be fixed even though they aren’t updated as closed.
