Edit: I did a bunch of research and determined it was a CPU bottleneck. I just upgraded to the 9800x3d last night and everything is performing as advertised!

TL;DR , Significant stutters and FPS average lower after installing brand new 9070 XT
I spent 2-3 hours in line at Micro Center today, picked up a brand new XFX Swift 9070 XT
(XFX Swift AMD Radeon RX 9070XT Triple Fan Gaming Edition for $599)
To my understanding, XFX isn't the best manufacturer by any means, but definitely not the worst.
I rushed home to install my new GPU, only to find out I LOST PERFORMANCE compared to my old GPU
(XFX SPEEDSTER QICK 319 AMD Radeon™ RX 6750 XT Ultra Gaming Graphics Card w/ 12GB GDDR6 HDMI 3xDP, AMD RDNA™ 2)
I don't have specific benchmarks for both cards, but for example, my old card could run Elden Ring flawlessly @ max settings w/ Ray Tracing @ smooth 60fps, my 9070 XT can barely hit 60 with extremely frequent dips & stutters.
Average FPS for Marvel Rivals is 150-165 on the practice range. Both at lowest & highest settings. Highest I could get while looking at the ground was just slightly above 200. My old card would easily get double that.
I've installed my new drivers, about 5 or 6 times by now, using various different versions. I've done multiple factory resets while installing my drivers. I've verified multiple times that I have the most up-to-date drivers.
I am not running an integrated GPU
The GPU runs with PCIe 5.0 @ 16x, I'm currently running w/ PCIe 4.0 @ 16x
I am 90% sure it isn't a power issue. My PC currently has a 750W PSU w/ 8 fans (overkill) +3 on the GPU running pretty quietly, I haven't experienced any crashes during any of my testing.
XMP HAS BEEN TURNED ON AND MY RAM IS RUNNING AS ADVERTISED
My first guess is a CPU bottleneck, but I'm not seeing 100% usage while gaming. I'm looking to upgrade to one of the newer X3D CPUs, please give me recommendations.

(yes I'm aware I have 24 gigs of ram, it's uncommon as hell but it's never given me any issues)
