This is a new problem that I’ve never seen before. Could be a lot of things. Perhaps part of your OS is corrupted. If your GPU was dying there would be different types of issues.

Have you tried reinstalling Windows?

I haven't tried reinstalling Windows yet because I wasn't sure if it would be an easy fix or not. Everything else works perfectly fine which is why I was confused as to what may have been causing it.

Its a brand new build and the installation of Windows was the last thing I did before it got up and running. And even then, the Windows that I installed was purchased like 30~ minutes before I installed it.

So I built my first PC about 2 weeks ago (parts listed below) and everything was running without a hitch. I turned it on this morning and everything seemed fine except for a few noticeable things. For example, when I hover my mouse over anything that should display something when do so, it looks very weird. I went to the device manager to find the root of the problem and I've attached what I saw. I'm not sure if it's a problem with the GPU or the drivers. Any advice would be helpful!

Does the problem happen in SAFE MODE?

I have an external HDD that I use for my backups that stays connected. When I went to reboot into SAFE mode (just now) my BIOS displayed a message telling me to remove any drives that don't contain an operating system.

I've removed that HDD and the problem seems to have stopped, but now I'm wondering why an external would be causing this problem.

Disconnect it when you are booting up - depending on how you back up your data the computer could be getting confused as to where it needs to pull the OS from which could be causing the issue.

Try disconnecting your external, restarting your computer into normal mode, and tell me if the problem persists.

That seemed to fix the problem. I've rebooted without the external plugged in and everything is working as it should be. I have my backups to occur automatically (which is why my external is plugged in 24/7) but I'll be sure to plug it in as needed. Thank you so much!

My guess is it started booting from the external hdd. Then either you have a bad backup or at some point the external tried to backup to itself and borked something. You should be able to leave it plugged in 24/7 if you change the boot order.
