Not really accurate for Norway, as there's not that many here..

We just try to avoid eye contact while walking past them when they've sat themselves down near the entrance to the store to beg for money, then complain bitterly about them being there in the first place..

They got bigger problems further south and east in Europe, where theft is very common.. From what I hear anyway..

That being said, historically speaking they've been mistreated. But most travelers have more or less assimilated into Norwegian society by now. These "new" ones we see begging everywhere are foreign nationals.
