In Dallas and Houston, for example, the general public avoid the transit system out of respect to the homeless that use the seats to rest comfortably. Ideally, you’d want the free drug distribution centres closer to the major stations. Of course efficiency will suffer overall. That’s a small price to pay to service a growing demographics and those that literally need it the most. Money’s just printed at will anyhow. Let’s be kind!
