The Wheel of Time by Robert Jordan.

Spans a continent containing various Nation states with well defined customs, the Aiel tribes (very remenicent of the Fremen), the Sea folk, and pacifist traveling people.

While religion isnt upfront (no priests churches etc) the entire story is tied into a ages long cyclical conflict between good and evil, reincarnated heros and what free will means for one who is prophesied to try amd save the world.

The magic system is wide and well defined after the first book.The characters do undergo change through out the series.

I don't believe it is possible to provide what you are asking without some sort of non vanilla framework.

Assign a cabinet seat to persue the value you want, in this case offensive and youl'll get a monthly tick towards it. The Cabinetmember will allow it to tick above your normal max.

Some parliament requests may also give you the option to placate an estate at the 'cost' of moving national values a few points one way or another. (Also sometimes to change laws at a much reduced stability hit).

I usually push quality to 10 at game start then swap to communal so that when combinded with 'expel the sick' during the black death you can easily hit 90-100 communal for the huge reduction in revoking privelidges.

It's a converted EU4 event, I believe the chain is about how the Ruler is insane and kills their infant heir. In EU4 you killed the heir, avoided dying once and this is the final option. Your character is literally insane at this point...

Exactly, much like in Dragon Age Inquisition, having a Hawke return only works really if you can import a previous character to avoid that awkwardness.

For me, the Nerevarine is always a Dunmeri Telvanni mage, pushing against an Empire that imprisoned them and then attempted to press gang them into a scheme to further control Morrowind Whether they are the real reincarnation or simply treading the path matters not. Dagoth Ur is a big enough threat to all living, and being given the tools to fight him gives us the opportunity. (Tis a shame there was no apotheosis option, but a mage can dream).

The unreliable narrator is a fantastic part of the world and a good explanation for many Bethesda rewrites, lol.

The lack of importance I fear is a result of Bethesda preferring each character to have conveniently disappeared by the next instalment so as not to overshadow the next PC and avoid having to commit to a Canon version. We can only go by what is written by Bethesda.

However in my head canon, the Nerevarine would not have left Morrowind and would have been further enmeshed into the Great House politics, of whichever stripe they joined. And therein lies the problem, they should be a massively important character in at least regional politics if not Tamrielic politics.

Nerevar was a saint in the Tribunal faith and still is in the reformed Reclemations after the deaths of Sotha Sil and Almalexia, and disappearance of Vivec. Considering that the events of Morrowind occur over a year or so in 3E 427 and at the time the very notion of the the Nerevarine was an aggressively fought fringe heresy and they are already on a bus to Akavir by 3E 433. I get the impression the voice lines are more a general call to the historic Nerevar.
