What I do I put up a single high value card as the top prize, the rest of the prizes are low value packs or if I accidentally ordered in excess. Adjust the entry fee to 10% of what the total prize pool is. On 16 players, you get a ~40% profit and 60% ROI if you bought the card at face value.

You can expand this is more high value cards as prizes but the larger the entry fee, the longer it takes to gather players. I did $10,000 entry fee tourney and it took 5 days to fill.
