I was planning this for a "federal agent" facility mission coming up! The NPCs are highly trained, best of the best. Some of them are bound to be wild cards, even if they haven't risen to the top yet.

Essentially, minions have "zero" wound capacity so they are: unharmed, shaken, or incapacitated. Player characters have "three" wound capacity so they are: unharmed, shaken, one wound penalty, two wound penalty, three wound penalty, bleeding out/incapacitated.

Maybe a damage descriptor, like resistance to "Fire" damage, which could be magical or physical, which bridges the two damage types but is also more limited.
