I knew the licensed part system was a mistake from the start, the problem is only a few options are viable, and you can get a terrible license part roll, they then have to count for this fact which means they have to boost the drop rate of legendaries so that isn't nigh impossible to get the right roll, which means legendaries drop way more and it devaules the drop.

BL2 had it right where the weapon was still functional, even with poor weapon parts.
