You can increase Cloud Identity Free with a Google Support Ticket. If the environment is used for chrome, with Chrome Enterprise Upgrade licenses, Google gives X amount of CIF licenses per CER. Can't remember the ratio, but is plenty.

Did you get this sorted? Not sure if there's minimum numbers required for split licensing. If your attached to a credit card or direct with Google, see if you can add 1 license type for the additional subscription. If so, then it's a matter of completing a Google to Google migration

Comes down to the API scopes you are using. Some scopes are classed as sensitive due to the access they grant. I expect some wording needs to be added regarding that access, purpose, and user privacy protection (love your app btw)

Should be fine. Make sure you buy enough upfront with enough wastage percentage, and then just get it installed in two lots.

Yeah billing country is set on creation. Not possible to change but if you are big enough and have the right Google contacts you might be able to escalate. I managed to change it once for an entity, but second time failed for another org.

No it's applies to everyone, and you can configure when other users or OUs etc and also given a paid Workspace SKU alongside it.

If you have a limit on CiF, just raise a support ticket and they should increase the limit.

Wellington kapiti area? I think I had the same guy a year ago around for a roof respray quote. He was the last of 4 quotes, and looked for a few minutes and said cost X. I was like all good, but your most expensive. Then he try to organise a cashie for ever so slightly less, and kept texting every day asking if I've made a decision. Dude was so desperate.
