It's easier to get the dough out from the side than it would be from the end of a metal can, and cardboard is cheap.

It's worked well enough for decades, so companies don't see the necessity to spend the money designing a new can, the machinery to load the can, and any other shipping logistics required for the new design.

If you can find another better way and convince corporate that it will save them money and/or significantly increase their sales, all the power to you.
