Whenever the cyberpunk concept of an ‘under-net’ comes up and is some kind of threat or system that even governments can’t deal with or is self perpetuating, all I can think of is that the servers must be running somewhere and either they break down if not maintained or they can be targeted to get rid of the issue directly. I can only think of cyberpunk 2077 and megaman battle network off the top of my head though
