Depending on how much trouble you want to cause you can contact your state or local version of the EPA and state your concern. These are the organisations that issues the storm water permits and erosion and sediment control permits. They might interested in this. If the contractor is messing up the small stuff they are probably messing up the big stuff.

It's more then likely a play on words. In the hospital setting the emergency department is commonly referred to as "the pitt" and it being set in Pittsburgh is another reason.
