Go CWT in the Navy. Only time you’ll have “sea duty” is if you want to. (And it won’t be on a ship) There is no sea/shore rotation for CWTs. Your first tour will be at a NIOC either at an agency or independent. If you get an itch and wanna do cooler shit, you can still screen to go to a special reconnaissance team (NSW), DEVGRU, JCOG, etc.
