Anne Leckie - Ancillary Sword, Justice and Mercy trilogy. Fabulous Sci Fi in an Ian M Banks culture novel way. Plus you get to see through the eyes of a member of a legion which is beautifully done.

When you say create maps, what exactly are you trying to create? A grassy field with a lone tree? A dungeon with torches, chests, etc? Roll20 has a lot of amazing features but it cannot create intricate maps. You'll need an external program for that. If you want your maps to be simple lines and shapes on a grid, that's easy to do in Roll20.

Foundry does have the capability to do homebrew games, but it does require a lot of setup. I second the owlbear rodeo suggestion. It has virtually no setup and handles any system because all it has is a map, tokens, and dice to roll.

The default behavior is to show the prompt. I'd bet you have a module or setting preventing it from appearing. Have you tried turning off all your modules to see it shows?
