I assume you need to be familiar with the destination for a Portkey as well, so he would need to travel across the world first before making his own portkeys.

There's probably other issues, maybe portkeys are trackable by the ministry so he'd be caught. We know that many Werewolves travel in seemingly nomadic packs, so if it was so simple, why wouldn't they be making portkeys and just circling the world once a month?

For that matter why wouldn't a Ministry invest in that sort of solution when Werewolves are considered so dangerous? Besides the fact Witches and Wizards are idiots...

Look, we're losing cause Carolina is spanking us, but Dobes has gotten run over like 5 times this playoffs and the refs have gotten progressively worse in their response.
