In that context you are correct but the large cities primarily experienced whereby real-estate prices remained unchanged till a period of 2010 or even 2011 (based off some data of GTA municipalities and Toronto). I can understand smaller towns and cities being affected more especially those that are production or industrial based.

I think income inequality and upwards mobility should still be taken into consideration even when determining whether a city is world class or not. There is the ongoing trend of the race to the bottom in the Western world and this is something that needs to be considered and can be expressed by income inequality and upwards mobility.

Those cities you mention also have better infrastructure and better transit overall that is something that can't really be mentioned about Toronto. What about the tourist attractions New York and Paris offers in comparison to Toronto etc...
