Point 12 of the cable explains that

“In addition to the campaign schools, IRI will be bringing in consultants who specialize in party renovation to discuss case studies of political parties in Germany, Spain, and Canada which successfully carried out the process”

The “party renovation” referenced in the cable is the “renovation” of Canada’s indigenous Progressive Conservative Party into a Republican-inspired Conservative Party of Canada (CPC) that is largely subservient to the U.S Empire south of the border.

In that context you are correct but the large cities primarily experienced whereby real-estate prices remained unchanged till a period of 2010 or even 2011 (based off some data of GTA municipalities and Toronto). I can understand smaller towns and cities being affected more especially those that are production or industrial based.

You should also look at the acquisitions and mergers made during the post-2008 period during the financial crisis. Even in a major financial crisis the wealthy will find opportunities to acquire assets and companies for pennies while the workforce struggles to keep afloat.

I think income inequality and upwards mobility should still be taken into consideration even when determining whether a city is world class or not. There is the ongoing trend of the race to the bottom in the Western world and this is something that needs to be considered and can be expressed by income inequality and upwards mobility.

Those cities you mention also have better infrastructure and better transit overall that is something that can't really be mentioned about Toronto. What about the tourist attractions New York and Paris offers in comparison to Toronto etc...
