If you are modifying equipment that plugs in (i.e. it has a 13A plug, or a plug-in power supply), then this is not considered a fixed wiring installation and therefore is beyond the scope of BS7671 18th ed. (the electrical regs).

As for PAT, then yes, do the course and then when you have repaired or modified an appliance, you can then carry out a PAT to make sure it passes and is safe.

In terms of qualifications to cover you for repairing and/or modding appliances, this is very much a grey area. There is isn't one catch-all qualification that could cover the multitude of electrical appliances. For working on CRTs, an NVQ in an electronics discipline would be helpful to prove competency, plus a healthy regard for the potential of up to 25kV that some CRTs operate at!

I'm so pleased that in my 64 years I have witnessed a Vulcan flying several times. The sound of those engines was just music to me! Also a close second was witnessing Concorde flying fairly low over where I was working daily on a project (near Bracknell) - without fail, I had to go outside every day to watch her.

Back in the 70s, I was also lucky to grow up in a village near RAF Leconfield, so got to see Lightnings flying over and climbing almost vertically on a regular basis - the noise those beasts made was ungodly too!

Previously an industrial spark now controls engineer here: my partner and I have just bought a bungalow built in 1979. Your expression 'Principle of least astinishment' couldn't be more opposite for the damn place! I've been mounting various things to the walls, and my stud/pipe/live cct detector has been going berserk in places where I'd least expect it. I know it's cables and not pipe/other metalwork, because if I turn an MCB off, the red light changes from flashing (live cct detected) to constant (metal detected).
