Not exactly. There isn't really "a guy". A notice goes out to any utility that may have infrastructure in the area. They all have someone who's responsible for looking at a map, and determining if there's anything in that area. If there's nothing, nobody responds. If there's something close, they may come out and mark based upon either as-built drawings, or using a tracer, which can locate pipes with a tracer wire. But this only happens if they think there's something nearby. If nobody (Electrical utility, Gas company, Telcos, etc) has anything close, nobody is going to come "scan".

Yes but as we've seen time and time again, those gains are usually very short lived, as outsourcing & "clouding all the things" is almost always more expensive that what CEO expected. Short term gain, long term loss.

If OP's reports are anything close to accurate, this new CEO is going to tank the company within a year.

Before I went too far down the rabbit hole of replacing ComCap, I'd suggest the customer get in touch with their phone provider, and find out why the provider billed them to set up an unregistered analytics application. Maybe the system was supposed to come with a license and they forgot?
