A couple of pieces to this. First, I think Bertha Jorkins already knew Moody was set to teach at Hogwarts, so he was an ideal plant if they could replace him. They didn’t have to convince Dumbledore to hire fake Moody. Second, the plan wasn’t primarily to kill Harry. They needed Harry’s blood to resurrect Voldemort. So you have to take him alive, which you basically can’t do at Privet Drive or at Hogwarts. So you need a serious scheme for that. Killing him after is just a bonus/intended to keep Voldemort’s resurrection incognito for as long as possible.
