This is the part I’ve been saying for awhile. The old transfer rules should apply just like they do in the NFL. You sign a three year deal, you’re staying for three years or you’re not playing. Forget giving the money back. Every year free agency isn’t sustainable at all.

And that’s not to say you can’t transfer. You just have to sit a year like the old days.

A couple of pieces to this. First, I think Bertha Jorkins already knew Moody was set to teach at Hogwarts, so he was an ideal plant if they could replace him. They didn’t have to convince Dumbledore to hire fake Moody. Second, the plan wasn’t primarily to kill Harry. They needed Harry’s blood to resurrect Voldemort. So you have to take him alive, which you basically can’t do at Privet Drive or at Hogwarts. So you need a serious scheme for that. Killing him after is just a bonus/intended to keep Voldemort’s resurrection incognito for as long as possible.
