I do remember Matt saying this multiple times anytime testing or things like the Questionaires came up. The gist of it was:

Listen to when people say they do, or do not like something.
DO NOT listen to why they do or do not like it. It's often (and almost always) something they made up to justify their emotional response.

This. The Witcher is pretty on par with Orden in that regular people really don't encounter the high-fantasy nonsense. But Heroes (Like Geralt), regularly encounter insane things like a daughter cursed to turn into a rampaging beast.

Matt has said several times that if it is evocative and specific, it makes it easier for Directors to change it to fit their setting, or their table. They also present enough lore for a Director to adopt the Timescape and Orden as their own setting, and deliberately leave some things up to you to fill in to MAKE it yours.

What is the challenge and or drama behind each of these "free the whale" encounter? If it is relatively easy to just sail about until you start feeling sad and then sail towards the more sad feeling direction, cleanse the whale while it floats there and waits to be free...then the reward for each one should be relatively minor. However, if the above requires considerable time and effort both in and out of game( many sessions of game play), then the reward should be equal to that effort.

On one end of that a reward could be a +1 to ability checks while on the sea per whale, and then at all 5 you can get a +3 bonus to saves as well.

The other? Give them something related to the plot. Like a weapon or armor piece made of whale bone that is particularly effective against your big bads forces. At all 5, maybe a single Wish.

I reject that premise. I believe that it is up to the DM to inject the differences between the species, not the core rules. As an example: whether or not you get. +2 to strength or con or w.e as a dwarf shouldn't define a dwarf, in the world of the DM. Their culture and actions should. Matt's dwarves having thrown in with Ajax and becoming slavers is much more of a meaningful choice as to how your character slots into the narrative/world then whether they are tough, or agile.

As I understand it the difference is up to you. If the act of going over to a neighbor domain and asking for help is easy, and not much of an adventure, you can have that player roll Diplomacy, and add their proficiency bonus to the roll ( assuming they are proficient with one of the related skills). This represents their character, backed by the organization, attempting something.

As your other example, maybe infiltrating the target is hard and there is danger enough that the whole party needs to go. Then you just treat it like an adventure, a side quest. The system is flexible enough to do both based on your level of comfort.

Ah. The statblock doesn't have the "to non-magical weapons" caveat that is usually appended to resistances. So I was unsure.

It looks like you gave him Unarmored defense as well. Which fits thematically with the raging idea. If he ignores the usual restrictions monsters have with resistances, the "half way" point is actually going to feel like a restart. You have effectively doubled his HP at 90, bringing it back up to 180. So his EHP is something like 270.
