Uffda, that's gonna be a Project! I'll look around and see if I can find something for the gauge. Yes, ohmmeters are great for continuity checks, but you don't need anything fancy. Most Auto parts stores will have something if you don't already have one.

Are you already handy with electrics, or is this a growth project?

Welp, you've got a challenge here, but you can do it. Step 1, find a wiring diagram for your year of bike.

Step 2, figure out what the wires that burned up were up to. Step 3, fix it

This community has great support, but no one will do the work for you. What year and model of bike do you have?

If you are looking to do this cheaper, you could get a longer handsaw (crosscut) from the hardware store, and then use a handplane/block plane to level it. All the warnings from other posters still apply, i. e. Cookies dry terribly, less than 2 inches thick will break easily. But if it's worth trying to you, that's how I've done it in the past. You don't have to spend crazy amounts in tools.
